Flood Simulation Exercise – Municipality of Tambulig, Zamboanga Del Sur

Center for Disaster Preparedness (CDP) is a Non-Governmental Organization (NGO) that promotes community-based disaster
risk reduction and management What we are going to do today is simultaneous for our four areas and three barangays So that we can test the reponse mechanism as well as the entire contingency plan of each LGUs where we look on the four major areas of a contingency plan of each member of the DRRMC We are very thankful to have our partners
in the Zamboanga del Sur LGUs To all of us, welcome to our municipal wide flood drill here in the municipality of Tambulig I hope we can learn what our strengths and weaknesses for our capacity in preparing
for any disaster Just a quick orientation about the early warning system
that we will be using for flood It has Four phases alert level 0 or in times of emergency It is very important for a local government
to have a good communication protocol including the province, municipality, and
to the barangay Let’s see if there are areas that could be improved So that if the actual incident comes, at least people, communities, disaster managers already know what they are going to do Thursday, month of December, at exactly 5:00 pm, according to a report from PAGASA the Low Pressure Area (LPA) East of Hinatuan, Surigao del Sur now became a Tropical Depression (TD) and was named ‘Wena’ Compostela Valley, Zamboanga del Sur, Zamboanga Sibugay and Zamboanga del Norte Residents in the Municipality of Tambulig have been experiencing severe
and sustained heavy rainfall We need to transmit that advisory a typhoon is coming, let us stay in our house Our community should be prepared,
for if each individual is prepared, everyone in the family We believe that people will be safe
when calamity comes How’s your current situation? All committees have to act on the series
of advisory from our MDRRMO This is our current status,
the Tropical Typhoon Wena is getting stronger So it is possible that our area
will experience a severe flood Anytime from now
we will conduct Preemptive Evacuation The Trophical Storm Wena intensified along the
Caraga Region It is very important for them to have a good
connection and agreement because they bear the responsibilities of impending
actions to their constituencies, to their people When people need to evacuate The main directives are mainly coming from them
to assert a demand to evacuate What will happen when the time has come
to evacuate? Of course, our Local Government Units will
carry out information dissemination to the people Begin the Preemptive Evacuation on the
High Risk Level I felt pain in my chest (somebody please get some water) send your rescuer for medication Okay we’ll monitor the area Signal number 1 is our province of
Zamboanga del sur 6, 2, 3, 4 begined the preemptive evacuation Preemptive evacuation is implemented
on High risk areas, so prepare the medium risk and low risk Charlie Oscar, Purok 2 is already flooding Going to our pickup point With what we call evacuation procedure people from a specific place will go to the ‘Pick-up Points’ Unable to cross the bridge The bridge was damaged Heading towards the pick-up point a good disaster response system Incident command system is being applied The barangay early warning system
is being applied aligned with the municipal
early warning system We can see that the response to the
early warning system is better to people LGU and to the members of the
community Based on our current status, lower Usogan and
San Jose are undergoing preemptive evacuation They’re at the pickup point right now So guys, good luck and when we work
together in unity, We get zero casualty ‘Pick-up Point’ signifies meeting place where the people or community gather together So that the vehicles will pick them up or any alternative way to transport them
to the evacuation center from the pick-up point, the transportation
of the people led by the Local Government Unit will consider first the vulnerable sectors
as priority in times of emergency Those who are hungry You take your meals where we bring the evacuees together
from specific barangay As per evacuation procedure, when people arrived they need to register In the registration area,
it is very crucial to account the people At this point to determine the number of evacuees,
and to account each individual family, theirselves So that later on, their necessities will immediately
be distinguished That is why there should be separate lane
for the Persons With Disability (PWD) Separate lane for women Separate lane for pregnant women
and lactating mothers and for children so to have a good evacuation
registration or evacuation procedure from the evacuation center, LGUs will designate depending on their
assigned rooms if rooms are available When in fast-paced organization will be established with the help
of DSWD, MRDRRM, Mayor’s office and other government agencies That should ensure the welfare of the evacuees I have a lot of learnings I was surprised of what had happened, Many are unconscious,
a lot fainted we are nervous What we experienced now will help us to properly
respond to the future floods We know what we are going to do since we
experienced flooding in our area before without even knowing where to go, where to evacuate, so we won’t evacuate Now that CDP has come so they taught us how to evacuate I’m happy We are very glad like as you are Even if you will thank us again and again but
without your cooperation, we can do nothing It was never a play and we have seen your
commitment to help your family and our fellows Those are our mission For you to be united,
helping one another to save lives That would be all Let’s continue to be helpful, united for the safety
of everyone of us So again, thank you very much Good afternoon to all of us
